Phonographic Performance (South East Asia) Limited 25th Anniversary
Date: 25th May, 2009 Phonographic Performance (South East Asia) Limited (PPSEAL), a wholly owned subsidiary of the IFPI (Hong Kong Group) Limited, was established in the year 1984 as the first licensing body in Hong Kong in the collective administration of musical sound recordings rights in broadcasting and public performance. Its open and fair licensing system provides the bridge between the users and copyright owners in the legal use of music. While celebrating its 25th year in operation, PPSEAL is upgrading the service and leading a new era of the market.
PPSEAL recognizes that there is now competition in the market from new licensing bodies. Yet it truly believes that it has and will continue to have the critical mass in repertoire source and user-base to provide a fair and efficient licensing system. The reasons are simple:
- PPSEAL is part of the IFPI worldwide structure. It has the global music copyright network through its member, IFPI and own advancement with overseas societies.
- PPSEAL has the predominant source of local popular music. As its local members from year 2000 have become the prime investors in HK, PPSEAL continues to represent over 70% in pop charts of all broadcasters. Even under the new digital exploitation of music, the Digital Music Award held March 2009, market figures provided by all major commercial digital music platforms to C.A.S.H. which co-presented the awards, attests the result that in each category, PPSEAL members have the larger share and the overall yielded a 60% coverage.
- While investments by local members continues to climb since the millennium, the latest count as at June 2008, PPSEAL members output more than 75% in sound recordings and 65% in audio visual recordings.
Therefore PPSEAL is the preferred choice in music licence for public performance and Karaoke.
Looking into the future, PPSEAL pledges that it will serve the users’ and owners’ needs better:
- As a longest standing licensing body of recordings in Hong Kong, it had gained the status of a Registered Copyright Licensing Body of the HKSAR.
- PPSEAL understands online music trends. It is the only body in Hong Kong to have multi-lateral agreement with overseas counterparts for webcasting so it can license Hong Kong webcasters effectively.
- Its members understand users’ choice. From May 2009, members will promote the new PPSEAL MUSIC logo on the covers of CD/DVD so licensees of PPSEAL can pick the right choice of music for their PPSEAL licence.
The tariff of PPSEAL will continue to be open and fair. This year, our world is facing the financial tsunami, coupled with the threat of new epidemic; PPSEAL will side with the users to face these difficulties together. PPSEAL offers concession in licence fees and its licensing officers will contact the users individually to find the cost effective package. Moreover, as a responsible non-profiting society, PPSEAL along with its parent company, IFPI Hong Kong Group, promotes the continuing flow of new music through effective licensing and to provide incentives for users in the legal use of music.
